Treaty Oak Strategies is excited to welcome Michelle Harper, MPAff, as a Principal. She joins the team with over 25 years of experience in health and human services research, policy, and program development and operations.

The bill includes provisions that states must meet to maintain federal matching funds for the Medicaid program, as well as more strict criteria beneficiaries must meet to qualify for and maintain enrollment in government funded health care program. The law also makes significant changes to Nutrition and the Supplemental Nutrition Assistance Program (SNAP) that shifts costs to the states and reduces federal funding. 

Despite a slow start and a positive outlook for advancing health care and human services legislation, state and federal changes severely impacted funding and final passage of key legislation. Nonetheless, several critical pieces of healthcare and human services legislation made their way out of the Texas Capitol — some thanks to the efforts of the Treaty Oak Strategies team .
