Treaty Oak Strategies is excited to welcome Michelle Harper, MPAff, as a Principal. As a senior leader at the firm, Michelle will be responsible for client relationships, business development, and project oversight. She will also play a key role in shaping the overall growth, direction, and strategy of TOS. She joins the team with over 25 years of experience in health and human services research, policy, and program development and operations.

“I’m honored and excited to join the talented team at Treaty Oak Strategies,” said Michelle Harper. “Throughout my career I have been passionate about improving policies and systems that better serve our communities and our state, and I look forward to bringing that focus to our clients as we work together to drive meaningful, lasting impact.”
Michelle previously served as Executive Vice President for State Partnerships and Executive Director at the Center for Child and Family Wellness at the Meadows Mental Health Policy Institute, where she helped craft and advance some of the most successful mental health policies and programs in the nation—many of which are now serving as a blueprint for other states. Before that, she worked at the Health and Human Services Commission for over 10 years, serving as the Associate Commissioner for Community Access and Services and as the Deputy State Medicaid/CHIP Director for the Office of Policy.
“Michelle brings a tremendous depth of experience that will not only support our continued growth but also deliver valuable strategic insight to our clients," says Laurie Vanhoose, Principal and Founder. “I’ve long admired her dedication, vision, and ability to craft real-world solutions to complex challenges and we are absolutely thrilled to have her on board.”
